In November 1994, Oregon voters passed "Measure 11" which places a mandatory minimum sentence for offenses in which there is a clear victim, such as murder, rape, sexual assault, child abuse, kidnapping, arson, and others. It does not apply to drug crimes, property crimes or other victimless crimes.

In contrast to popular belief, juveniles are not sent to prison and placed in cells with adult prisoners for committing a serious crime. Rather, they are put in custody of the Oregon Youth Authority, and may be sent to a youth treatment facility where they can remain until the age of 25.
